Human Rights flame, signed

1968 was the International Year for Human Rights and the twentieth anniversary of the Declaration. The stamps return to the flame, now inside a wreath, on red and on blue.

The Fleetwood cachet draws Headquarters beneath the same emblem. Under the building, in ink, is the signature “Robert Perrot” and the word “designer.”
